State Environmental Planning Policy No. 71 aims to:
- Foster a strategic and consistent approach to coastal planning and management
- Ensure that the coastal zone is managed and protected in accordance with ecologically sustainable development principles
- Facilitate the assessment of development proposals, and assess each proposal on its individual merits
- Set out matters for consideration by councils and consent authorities
- Develop a review process for significant coastal development proposals, which includes development proposed in sensitive locations
- Create a 'master plan' (now DCP) process to ensure developments involving particular types of subdivisions in the coastal zone are consistent with the SEPP's provisions
SEPP 71 applies within the boundary referred to as the NSW Coastal Zone as represented by this dataset.

Lineage:
SEPP 71 - Coastal Protection was gazetted in Nov 02. It applies in the NSW Coastal Zone which is defined in the Coastal Protection Act 1979 and related maps. The landward boundary was defined as:
- generally 1 km landward of the western boundary of the coastal waters of the State;
- generally 1km landward around any bay, estuary, coastal lake or lagoon;
- follows the length of any coastal river inland generally at a distance of 1km from each bank of the river;
- to 1km beyond the limit of any recognised mangroves or tidal limit and;
- is shown to the nearest cadastral boundary or easily recognisable physical boundary.
The Coastal Zone was extended in Nov 05 to include the Greater Metropolitan Region ( Newcastle to Shellharbour inclusive).
Positional accuracy:
The positional accuracy of the Coastal Zone boundaries is determined largely by the positional accuracy of the cadastral boundary to which the landward (western) boundary of the zone is aligned. Where no cadastral boundary exists within proximity of 1 kilometre of the MHWM such as in a public reserve, the positional accuracy is within 10 metres.
The NSW Coastal Zone is delineated on a series of maps based on the standard 1:25000 scale topographic maps of the NSW Department of Lands.
Attribute accuracy:
Attributes mainly refer to the Environmental Planning Instrument and can be assumed accurate.
Logical consistency:
Logical Consistency checks were performed using the GIS software (ArcInfo) including checks on geometry and topological checks for gaps and overlaps.
Completeness:
Extent of coverage is complete. Necessary attribute values are available for the whole dataset
