The State Environmental Planning Policy or SEPP (Major Projects) 2005 is a policy which aims to identify sites to which the development assessment and approval process under Part 3A of theEnvironmental Planning and Assessment Act 1979(the Act) applies. In simple terms the SEPP deals with the development assessment of sites with some state or regional significance. The SEPP categorises sites in the following way;

Schedule 2 Part 3A projects - specified sites. These are sites important in achieving State or regional objectives (eg service delivery) or certain developments within the NSW Coastal zone,strong:
Schedule 3 State significant sites. These are sites with State or regional planning significance because of their social, economic or environmental characteristics,strong:
Schedule 5 Critical infrastructure projects. Projects deemed by the Mjinister to be essential for the State for social, economic or environmental reasons.Other major project sites can be determined using various criteria listed in Schedule 1.
This dataset contains the boundaries of sites listed in Schedules 2, 3 and 5 of the SEPP and may include a planning regime information for Schedule 3 listed sites (e.g. zoning, building height controls, floor space ratio controls and heritage items/areas). The dataset is considered dynamic as amendments are regularly made to the SEPP for inclusion of new Schedule 2,3 and 5 sites.

Site and planning regime boundaries are provided by the proponent when a request is made to nominate a site to Schedule 2, 3, or 5 of the Major Projects SEPP. Land Application (or site boundary) data is provided in digital format and is derived from various sources (e.g. site survey, hard copy maps, aerial imagery) with varying quality and accuracy. Data is aligned to the department of Lands DCDB where applicable using ArcGIS software.
Data sets were topologically corrected to remove any gaps, overlaps and to ensure any planning regime datasets fall within the corresponding Land Application boundary. Attribute information has been populated where relevant.
NB: This dataset does not include the boundaries for Environmentally Senstive Areas (ESA) or Sensitive Coastal Locations (SCL) to which reference is made in the SEPP.
Positional accuracy:
The horizontal positional accuracy is as per the DCDB cadastre: ten percent of well defined points tested will not be in error by more than 0.5mm of scale of the source document. Accuracy in the source documents varies across the DCDB dataset. Accuracy of planning regime data is as per source data.
Attribute accuracy:
All attribute information has been checked for consistency with the SEPP (Major Projects) 2005 legislative document. Attribute descriptions may not be consistent throuhgout the SEPP (eg zoning codes) and the format is variable for each amendment.
For Building Heights, Sty after a height value denotes the height is in storeys. Other heights are in metres.
For Floor Space Ratio, FSR is noted in terms of n:1. For some sites eg Redfern-Waterloo both a maximum FSR and a residential FSR are specified. The residential FSRs are noted after the maximum FSRs in brackets e.g. n (m).
To correctly intrepret code values, please consult the relevant map and legislative document.
Logical consistency:
All features have been checked for logical consistency, including a visual check of the maps.
Planning regime data for any given site always falls within the relevant Land Application boundary, This does result in polygon overlaps in the dataset which are considered legitimate and not data errors.
Completeness:
This dataset was complete at time of release from the Department. With each new amendment to the SEPP (Major Projects) 2005 in Schedules 2, 3 or 5, the dataset will be updated accordingly. Two date fields (GAZETTED_DATE and EFFECTIVE_DATE) can be cross referenced to the 'Table of amending instruments' in the legislation to confirm the data currency date.
