This polygon dataset combines information for all the Local Environmental Plans (LEP) currently in force within the State of New South Wales. It shows the land use zoning of all LEPs and each of their respective amendments.
The LEP Zone describes the following:
(a) the objectives for development, and
(b) development that may be carried out without consent, and
(c) development that may be carried out only with consent, and
(d) development that is prohibited.

Geographic bounding box:
The bounding box encloses the maximum extents of the dataset. There may be voids or gaps within the bounding box, depending on the defined coverage of the dataset. Outer bounding rectangle as Latitude/Longitude coordinates based on the WGS84 datum (expressed as both Degrees Minutes Seconds and as decimal Degrees):

The production of the orginal GIS dataset occurred over several years (2001 - 2002) and involved a variety of input
- GIS data in a variety of formats (ESRI, MapInfo, Cadcorp, Genamap etc)
- directly digitising from hardcopy maps
All input GIS data had a range quality control checks performed on it including topology checks. This dataset is however subject to frequent change and since the production of the original dataset has been subject to weekly changes. The process of LEP amendments is as follows: Hardcopy maps are originally generated by the respective LGA and provided to the DoP along with the LEP Amendment. Once the amendment has been approved by the Minister the GIS coordination unit is provided with both the Amendment and the Hardcopy Maps. These hardcopy maps are scanned and rectified to the cadastre, and then digitised to reflect the councils linage, and incorporated into the State-wide Dataset.
It is the Department of Plannings preference that the data for all LEP information layers be aligned to the the Department of Lands Cadastre dataset. Therefore the positional accuracy should be as per the Dept of Lands Digital Cadastral Database (DCDB). It is known however that proper alignment has not been consistently achieved and quality of positional accuracy is highly variable.
All Attributes are checked by 2 GIS Officers within the GIS Coordination Team to ensure it reflects the zoning information within the concerned LEP or LEP Amendment.
The data has been subjected to various checks at different stages during compilation.
- No zoned polygon feature can overlap with another zoned polygon feature, unless zone refers to sub terrain level, for example, an under ground railway tunnel.
- All areas shown as 'included' in the Land Application Map layer must have a zone attributed to them.
This dataset can be regarded as complete in 2 aspects:
- Contains all LEPs currently in force in NSW
- Captures all amendments to those instruments since the original gazettal.
A period of non-maintenance did occur in 04-05 . However a comprehensive audit was performed in 06-07 to rectify this. Since the audit new processes ensure that all data from that point has been updated continually when ever new Amendments have been gazetted.This process will continue until the Standard LEP comes in practise 2012.
