CANRI Collaboration Principles
Background
The CANRI Collaboration Principles have been developed to assist
the participating agencies to achieve a consistent and quality outcome
for the CANRI Program, within the objectives of the Natural Resources
Information Management Strategy (NRIMS).
NRIMS is endorsed by the NSW natural resources sector agencies.
CANRI provides the opportunity to deliver seamless access to
useful natural resources information to the community, in addition
to unlocking the potential of the State's existing natural resources
information assets. To achieve this, a common information access and
delivery framework will be adopted for the CANRI Program.
Critical success factors are:
- Information is in a form useable by the community
- Products and services support better decision-making
- Organisational efficiency within the NSW Government is enhanced
The following overarching Collaboration Principles reflect the six
CANRI Themes, which are derived from the six NRIM Strategies:
Theme 1 - Co-ordination
CCP 1.1 The NRIMS Steering Group is
responsible for implementing CANRI, including:
- the definition of funding principles,
- technical & business principles,
- project methodology,
communications and reporting, and
- principles for community/industry engagement in
the program
CCP 1.2 The CANRI Program is owned by the collective natural
resource agencies of NSW, through the NRIMS Steering Group as their
coordinating body. The Department of Land and Water Conservation,
as lead agency, provides project management services to fully deliver
the intent of the CANRI Business Case,
as funded from July 2000.
CCP 1.3 As inter-agency cooperation for
community benefit is the essence of CANRI, no Program funds shall
be utilised by a participating agency for internal agency purposes,
such as would normally be supported through recurrent, or other funds.
CCP 1.4 To maximise the community benefits
of CANRI funding, the participating agencies should maximise opportunities
for matching funds from other agency or program sources and optimise
expenditure on common tasks and activities.
CCP 1.5 Delivery of CANRI outcomes will be the first step in
an ongoing process of technical and cultural change for processes
involving natural resource information within and between the agencies.
These changes will provide a platform for future developments that
will need to be supported beyond the life of the Program.
Theme 2 - Data
CCP 2.1 All data made Internet-accessible via CANRI funding
will also be made available via the CANRI
technology framework. A simple view of the data is to be provided
through the NSW Natural Resources Atlas in
addition any specifically designed business application. CCP 2.2 All
data made available to the community as a result of CANRI funding
shall be described as to context and quality, by way of the NSW Natural
Resources Data Directory (NRDD).
Theme 3 - Systems
CCP 3.1 Technologies developed through CANRI funding shall
be freely available for use by the other participating agencies
CCP 3.2 Any significant decision on deployment of software within CANRI
should be preceded by a review of available technology so as to weigh the costs
and benefits of using existing commercial or free software or developing new tools.
Theme 4 - Quality & Standards
CCP 4.1 CANRI products and services to be developed using best-practice
technologies, appropriate innovation, and with reference to relevant
information standards (eg ISO TC/211), and as may be mandated and
approved by the Program Director.
CCP 4.2 As appropriate, CANRI developments are to align with
or utilise emerging internationally accepted interoperable technologies
as defined by standards bodies such as the World-Wide-Web Consortium
(W3C) and the OpenGIS
Consortium.
Theme 5 - Products & Services
CCP 5.1 Information services and products developed with CANRI
funding should focus on meeting community needs, even where these
may be different from the needs of the participating agency.
CCP 5.2 CANRI funded products and services should be capable
of integrating data from a number of sources or agencies and reflect
multi-agency or multi-jurisdictional initiatives.
CCP 5.3 Proponents of new CANRI products and services should
ensure maximum sharing and minimum duplication of effort and technologies
with other CANRI partners.
CCP 5.4 All relevant Internet products and services developed
via CANRI are to have a link to the CANRI home page in addition to
being clearly labelled with the CANRI logo, with a link from the logo
to the CANRI home page.
Theme 6 - Communications
CCP 6.1 CANRI developments shall be guided and advanced by
open and timely communication between the partners, with appropriate
input from the community/industry.
CCP 6.2 CANRI projects are to be comprehensively documented,
consistent with any requirements of the Program Director, and sufficient
to allow timely and professional reporting back to central Government,
as the client and source of funds. |
